OntoSkin3 does not feature the normal mediawiki menu by default. The OntoSkin3 menu is highly customizable and allows organizing the navigation by the wikisysops specific to the needs of the user. The administrator can change the default settings, so the mediawiki menu is shown on the right hand side in the menubar. By default this is disabled.
